Evaluation, being conceived as an integral process, must be institutionalized from a permanent culture of sustainable development. Therefore, this research aims to promote a culture of evaluation of the Pedagogical Accompaniment Plan (PAP) that allows readjusting it based on the results of its monitoring. In accordance with the above, the following research problem was addressed: how does educational counseling, as a quality manager, evaluate and improve the implementation of the PAP of the Calasanz-Loja Educational Unit, during the 2018-2019 school year? The main objective is to determine from the role of educational counseling the improvement of the implementation of the PAP. For this purpose, the exploratory-descriptive scope and qualitative approach in the framework of participatory action research was used. From the study, it is concluded that the criteria for educational counselling are not established for the manager in the process of evaluation and improvement of the implementation of the PAP. Finally, a proposal entitled "Towards an integral culture of evaluation of the Pedagogical Accompaniment Plan" is presented.
