Pedro Gregorio Cisneros nasceu em Puerto Wilches (Santander), em 21 de fevereiro de 1975, sendo o sexto e último filho de Rosalba Cisneros Badillo. Em 1984 mudou-se para o município de Soledad (Atlántico). Em 2000, licenciou-se em Ciências Sociais. Em 2018, obteve o grau de Mestre e trabalha atualmente em Bogotá numa escola distrital.
