The book contains very fundamental questions such as who monitors, for what purpose, by when and with whose participation. Targets of the book are female and disadvantaged children who are enrolled at school. The book focuses to the implementation level of educational incentives which are distributed to the marginalized children regarding the targets of MDGs. The book shows that there is major gap in policy formation and implementation process of educational incentives. The book also highlights that scholarship programmes have academic, financial, psychological and behavioural impacts.
