The purpose of this paper is to search through official documents, newspapers, pronouncements and statistical data to shed light on what has been proposed and achieved in the history of education in Santos, seeking to understand the transformations and continuities. In the period from 1989 to 1992, the city of Santos elected a government headed by the first female mayor in its history, with a left-wing bias, called the Democratic and Popular Government. The educational proposal of this administration was its flagship, which sought to democratize education and make people's social ascension fairer. The search for knowledge of the proposals and actions of this government was the main objective of this research, which calls for more in-depth and more critical studies in the future.
