This makes human resource recruitment and selection one of the crucial HR practices in any organizational performance-schools included. The researcher assessed the effectiveness of Board of Governors in recruitment and selection of public secondary school teachers in Kenya. A sample size of 40 respondents from a target population of 426 headteachers and teachers recruited by the Board of Governors between 2001 and 2006 was used. The study established that selection guidelines made selection panel more effective in teachers selection; the panelists had inadequate training in selection and were easily manipulated and influenced by stakeholders vested interest.the researcher recommended decentralization of teacher selection to be carried out at provincial level besides headteachers having at least a certificate in Human Resource Management.
