The census approach was used to gather data from 205 employees at the Ashaiman Municipal Assembly (AshMA) using questionnaire in a field survey. The Statistical Package for the Social Sciences (SPSS) program was used for analysis of the survey data. Organizations across the world are striving for success in a very competitive period. Although organizational competition is more pronounced in the private sector, the public sector is also under intense pressure to be more effective and improve their performance. In Ghana, discussions on training and employee performance have usually been focused on the private sector and have also largely ignored the influence of other moderating variables such as organizational values.
