It is acknowledged that Human Resource Development (HRD) practices such as On Job Training (OJT) and Job Placement (JP) are linked to employee performance. However, research is yet to focus on how performance is affected by mis-match of new knowledge and skills acquired from OJT and those required to perform their allocated responsibilities, especially in public universities in Kenya. The objectives of the study were to: identify the frequency of OJT of administrative staff, establish whether administrative staffs that have undergone OJT have been matched in their acquired knowledge and skills and investigate the effects of non-placement of the on-job trained employees on their performance. Most respondents often attend OJT and had received training while on their current job. Most respondents' knowledge and skills matched the positions they held while most respondents acquired their knowledge and skills while in current positions. Non-placement affects job performance. Properly placed employees perform optimally while mis-placed employees feel demotivated and tend to have high turn-over rate. Organizations should ensure that they hire competent and qualified administrative staff.
