Harghita, to analyze and solve the problem. As a result of the observations and discussions that took place, the specialists from the Environment Agency concluded that the land, due to the drainage system, was "excessively drained" and the peat, due to the dryness and the high temperatures in the air, self-ignited or caught fire from other causes.

Mr. Ilas Ioan was born on 20th of November 1959 in Poiana, Botosani County. He finished his first years of school in Poiana, then went to an industrial high school in Botosani. In 1978 he became a student at Polytechnic Institute, Faculty of Hydrotechnics, Department of Land Improvements and engineering in Iasi. In 2012 he obtained his PHD degree.
