We went from the report according to which the effects of the communication are not also far from being examined on basis of the incentive and that this one must be the subject of a particular attention on behalf of the managers within the organizations. The motivation being as well function of the human resources management that of the internal and external communication, it's determined by the favorable social environment, the interest of work and the good framing relationship within the organization. The growth of the consideration feeling, the interest and the incitement to the attachment to work are the effects of the communication on the motivation of the agents of the General Direction of Customs and Circuit Court and the Congolese Office of Control. The motivation of these agents to work is the factor of good relationships (vertical and horizontal), of interpersonal collaborations, of the remuneration and other social advantages which are not mentioned.
