The HR Code is a policy document of the PoN. The main objective of the study was to establish the effectiveness of the HR Code: SDT. The study intent to achieved the following objectives: establish the motivating factors of drafting the HR Code: SDT, and to analyse the weaknesses in order to trace whether the staff development is linked to the strategic goals of the PoN in order to assist the institution in retaining their staff as it prepares itself to become a university of technology that would need more and better qualified staff.

Sylvia Ndeshee Naris was born in 1980, in the Khomas Region ofNamibia, at a place called Windhoek. She graduated with aBachelors in 2007. She enrolled at the Cape Peninsula Universityof Technology (CPUT), RSA, for her Master¿s and was the onlystudent in her class that completed her degree in the prescribedtime period.
