It is time for a change for how public safety personnel train for the unexpected. The uncertainty of the world requires Emergeny Managers and First Responders to develop a proactive stance toward crisis resolution rather than a rather stance that continue to place the lives of citizents at risk. In the future the efficiency of public safety personnel amid crisis will be determine by the trainng they recieved prior to the occurence of the incident.
