The author has watched this situation grow for over five decades and believes that if the current situation is not effectively addressed, the United States will will decline in its role as a first class nation.

ART KAZMIERCZAK, PhDAfter retiring after a 27 Year career as a college and University teacher, I found that I still had ideas that I wanted to work on and make available to the research community and to the community in general. This book is part of that work. There is more to be done and I will continue my research.
