Dr. Jorge Alberto Rosas Flores hat einen Master- und Doktortitel in Ingenieurwissenschaften an der Fakultät für Ingenieurwissenschaften der UNAM. Er absolvierte einen Postdoc-Forschungsaufenthalt im Zentrum Wirtschaft für Energie der Universität Vigo in Spanien. Seine Forschungsschwerpunkte liegen in den Bereichen Energieeffizienz im Wohnbereich und Subventionen.
