The book links discussion of three issues: the persistence of third-world debt, the environmental abuse of the global commons and the financial and institutional crises within the UN system. It includes a summary of both the achievements and limitations of the 1992 Rio Summit, (UNCED), and concludes with far reaching proposals for the restructuring of UN activities.
