In practice, environmental impact assessment in developing countries is subject to political, financial and, of course, technical and technological development factors. So far we have thought many times about the content of an environmental impact assessment, caused by the actions of any project and therefore many authors have given different definitions more or less conceptual, which is also reflected in all legal and regulatory documents on the topic. A large number of experts state that "environmental impact assessment will be designed to identify and predict the impact on human health and welfare of legislative proposals, policies, programs and operational procedures, as well as to interpret and communicate such impacts". A more generalized form is proposed by other specialists who state that "It is an assessment of all the relevant environmental and social effects that may result from a project". And others define it as "the set of studies and technical systems that allow estimating the effects that the execution of a certain project, work or activity will have.
