Subsequent deterioration of environmental infrastructure was observed as failure of planning institution. Low urban environmental quality was reported as coping management strategies were adopted in absence of effective municipal institutional performance. Strengthening environmental governance was recognized as a mechanism in planning and management where relevant stakeholders should play a role in sustainable city-lake interface development. A Planning and Management Institutional Framework Model was therefore proposed as the integrating factor for sustainable city-lake interface development and should facilitate other complementary strategies of Integrated Urban Conservation and Integrated Neighbourhood Environmental Quality for sustainable livelihood.
