Man is configured as a major agent of transformation of the natural environment, promoting changes at a frenetic pace for the sake of economic development. Associated with environmental degradation, the lack of planning of geographic spaces contributes to the generation of conflicts and complex problems due to the inter-relationship between the various actors responsible for land occupation and environmental components. The environmental management of a natural resource, in a predominantly industrial environment located in a port complex, can make use of the watershed as a planning and management unit. This proposed management model was preceded by an environmental diagnosis, a survey of industrial activities and urban occupations around a watershed, which allowed the definition of actions, guidelines and goals for an integrated management in the search for improvement of environmental quality of the area of influence.
