Bory Seng is member of policy department of NiDA of Cambodia. In 2001, Bory graduated Bachelor degree in Accounting from National University of Management. In 2003, she graduated Master Degree in Business Administration. Following she got a scholarship to pursue PhD in International IT Policy Program in Korea. She received her PhD in August 2010.
