Mme Nguyen Thi Lieu est titulaire d'un doctorat dans le domaine des ressources naturelles et de la géographie environnementale, chef de la division de l'atténuation du changement climatique et de l'économie, à l'Institut vietnamien de météorologie, d'hydrologie et du changement climatique (IMHEN). Ses recherches portent sur l'adaptation au changement climatique et son atténuation, l'environnement et le marché du carbone.
