This book deals with the political philosophy that underpins theories of European integration and develops an understanding of Europeanization based on downloading and up-loading. Downloading is the means by which EU policy is amalgamated with domestic legislation and institutions. Up-loading indicates the use of national governments or sub-national interests in the development of European integration processes. KERRY HOWELL is a Reader in Governance, Director of the Research Centre for Institutional Governance and Jean Monnet Teaching Fellow in the Ashcroft International Business School at Anglia Polytechnic University. He has acted as a consultant for economic forecasters and political practitioners as well as numerous companies and interest groups.
