This book shows readers how evaluation, a powerful tool, can be used to achieve sustainable development through good governance. It also lays the groundwork for building the capacity of human resources and structures in evaluation for sustainable development. This book promotes a systematic culture of evaluation in all structures, promotes the integration of evaluation into all management systems, promotes the institutionalization of evaluation in Africa for good governance and sustainable development, promotes the importance of evaluation for learning, decision making, and accountability, and demonstrates the benefits of evaluation practices to the public and development actors. Africa will have to prepare a different kind of man in terms of behavior and attitude toward the management of public goods. To do this, it will be necessary to institutionalize the evaluative function, which is the compass of all results-based management.
