The volume and composition of Vehicular traffic across most intersections vary with time of day and season. One vital device used in controlling streams of vehicles across these intersection are traffic signals. In a developing country like ours, pre-timed traffic signal which use a fixed-time control method which are usually calculated under the assumption that for some specified time intervals, the mean rate at which traffic arrives are constant within the range that can be accommodated at the junction. Such device has been credited to controlling traffic if they are effectively maintained and re-timed, but this periodic maintenance has not been done in the study area which has lead to increase in travel time, congestion, rear-end collision, transportation cost and fuel consumption.
