The monograph presents theoretical and practical approaches to assessing the innovation potential of universities at the regional level. It offers a practical toolkit for assessing the innovation potential of universities, which has been tested in the university complex of the Tomsk region. Based on the experience of foreign countries, the information on the territories of innovative development has been systematized and the leading role of universities in the development of such regions has been justified. A methodology has been developed for a comprehensive evaluation of the innovation potential of the university. An important feature of this methodology is the identification of links between the main elements of the Science-Education-Innovation system in order to provide a more complete analysis of the potential for innovation and to identify additional reserves for the implementation of an innovation strategy. The results of the research may be of interest to a wide readership: researchers, government and business representatives, graduate students and students of economic specialties and all those interested in the problems of innovative economic development.
