The study aimed to address the implementation of academic staff empowerment program from the structural and psychological approach in Ethiopian Police University College (EPUC). As the concept of empowerment in police higher education is new, human resource developers need to know which perceptions of empowerment receive less attention from the university college.A valid and accurate empowerment approaches provide Human Resource Development (HRD) professionals with worth and useful instruction that can be applied to the quality improvement of police academic institutions.
