Higher education institutions should be clear that education is considered one of the pillars of development of any society, in this sense, it is important to ensure and guide it towards quality, that is, an education of high productivity and a continuous process of improvement for the sake of sustainable development of Peru. The quality of higher education, the dynamics or inertia of the educational institutions, depends on a series of factors such as the economic, political and above all, the management capacity of the directors of the educational institutions of higher education; in addition, this will only be achieved if the teaching, administrative and other personnel show a degree of satisfaction with their work based on the management of the directors. In order for the Educational System to play a strategic role, it must overcome current restrictions, some of which lie in the institutional sphere and in its deficiencies in terms of organization and management (Minaya, 2008), since the lack of organization in this context has been reflected throughout the last twenty years.
