The problematic of our study refers to the Master's thesis of Pierre KAMTCHOUING NOUBISSI entitled: "The practice of monitoring and evaluation in development projects in Cameroon" conducted in 2009. In this thesis, we note that after a few years of implementation of various projects and programmes in Cameroon, the results are not always up to the initial expectations. There is a lack of understanding between the different partners. Beneficiaries do not recognise themselves in the conclusions of the studies carried out, evaluators have the impression of preaching in a vacuum, project managers consider monitoring and evaluation to be a tool for repression and have the impression that they are the main target, while donors make their decisions without taking into account the results obtained following the implementation of monitoring and evaluation. Hence the need, 10 years after this thesis, to take stock of the practice of monitoring and evaluation in Cameroon.
