Joel Isabirye is an Assistant Professor of Communication.He has vast experience in Media and Communications having been a Scholar,Manager and Practitioner since 1998.He owns the Weekly Mail newspaper in Uganda.He is also General Manager of 90.4 Dembe FM and the Director of the Institute of Communications Studies (ICS) in Uganda.
