MWELWA MULANGI Philémon wurde in KIMBONDI KYA IMA geboren und ist der jüngste Sohn von MULANGILWA MUKELO und MARIAMU MBELELO, die nacheinander 1960 und 1961 starben. 1969 Staatsdiplom in Pädagogischen Humanitäten, - 1973 Abschluss in Französisch am ISP-BUKAVU und 2008 Abschluss am ISP KINDU, seit 1988 Inspektor des Unterrichts.
