Most projects have delays due to the same reasons, such as shortage of the materials, shortage of the labor, poor supervising and many more. In this work, the real reasons for the development deferrals are investigated and the final results are studied by fuzzy method according to the replies of the respondents (site engineer, supervisor, project manager, academic person).
