This paper defines the current acquisition crisis by presenting its major causes and its far-reaching consequences. It then examines historical successes of schedule-driven programs from the USAF's past and debunks several hollow myths, such as the overwhelming complexity of current programs, some use as attempted justification for programmatic woes. Finally, it provides implementation guidance for using Schedule As an Independent Variable (SAIV) as a prescription for acquisition success.
