In the book, we conducted a comprehensive analysis of the formation of legal basis and relations in the field of procurement law between Azerbaijan and the EU. The analysis of the main directions of the European Union policy towards the Republic of Azerbaijan makes it possible to give a comprehensive assessment of the development of relations between the parties and make some forecasts about their further cooperation.The government-procurement market is a sizeable component of the overall EU economy. However, the EU has not succeeded in creating a single market for government procurement as it has for other goods and services. This discrepancy has long been considered one of the weaknesses of Europe's single market. EU governments tend to buy domestic rather than award contracts to the best bidder, regardless of national origin. The EU, therefore, created EU-wide legislation in the 1970s that governs the procurement of public goods, works and services. These laws, harmonize national legislation and set out minimum rules for all EU countries.
