In order to protect the health of the population, countries operate various healthcare systems based on different principles. The effectiveness of a state's healthcare system is determined by many indicators: the demographic situation in the country, the average life expectancy of the population, the quality of medical care, the wide range of medical services, and the population's satisfaction with them. In Russia at the moment, there are a number of problems in health care related to these indicators: in some regions of Russia mortality exceeds the birth rate, the hospital institutions cannot provide the range of services regulated by the Territorial Program of MHI, due to the lack of medical personnel, the quality of medical care provided at the expense of MHI funds is below most private clinics, resulting in increasing dissatisfaction of the population with medical care.
