Public sector financial management is crucial to a country¿s economic development. It plays significantly important role in overcoming issues such as over-spending, wastage, misuse, and corrupt practices of scarce resource that affect the development of a country. However, in purposively selected Six Universities in Ethiopia under the study, the system is not playing its essentially expected roles in supporting management in their deployment of limited resources with the purpose of ensuring economy and efficiency. This study, therefore, evaluated the effect of institutional, strategic planning and contributory enablers factors on implementation of sound budgeting and financial management practice of the Ethiopian public universities.
