Strengthening of flexural members is very essential to solve several issues such as extra loads that will be imposed to the structures; deterioration of inside materials and any imperfection accommodate the set of designs. Near surface mounted fibre reinforced polymer is a recent discovered technique that received a great acceptance from engineers as an alternative for other strengthening methods due to their priority and great advantages. All the flexural experiments in the literature proved the efficiency of NSM FRP technique in enhancing flexural capacity of the RC members. Several design steps have been proposed by researchers, but the absence of a code or design formula for effective strain in FRP restricted the use of the new technology widely. A comprehensive database on most of the tests on flexural RC beams strengthened with NSM FRP was produced as a first steps. Then a computer program was modelled by using Matlab software to analyse the database to find the effective strain of FRP at ultimate limit state.
