In Tanzania labour shortages and surpluses is the most challenging factor in economic growth particularly in Water, Health and Education sector for instance there is shortage of science teachers, laboratory technicians, water Engineers, Doctors and Nurses because of poor motivation, low salary and poor government employment policies and approaches.In (2012) The Water Sector Status Report in Tanzania presents the status of the water sector to have labour shortage, The Report also highlights challenges and constraints encountered and suggest remedial measures for improved performance of the Programme in the future, it was advised to conduct proper utilization and allocation of Human resource also to conduct HR auditing labour shortage to cover that problem.Moreover, Tanzania went through a period of steep economic decline from the mid-1970s to the mid-1980s, which disrupted national human resource development due to budget constraints. A combination of lower wages and the decline in the performance of various institutions resulted into a severe brain drain, especially in the health sector and water sector experts.
