Manoela Rodrigues de Carvalho ha conseguito un dottorato di ricerca in Scienze politiche presso l'Università Simón Bolívar in Venezuela, un master in Politiche sociali presso la Escola de Governo de Minas Gerais in Brasile ed è un funzionario pubblico che lavora in diversi enti pubblici nella formulazione, monitoraggio e valutazione delle politiche di sicurezza alimentare e nutrizione.
