PAUL FISCHER is an economist who since 1993 has been advising Russian authorities on private-sector development and foreign investment on behalf of the European Commission (TACIS) and the Ministry of Economic Co-operation and Development of the Federal Republic of Germany. He has carried out several consulting assignments for private corporations from the EU, which pursue strategic business interests in Russia.
