The aim of this study was to identify the possible difficulties encountered in the process of formulating public policies for urban mobility, specifically in the Greater ABC Paulista region. The theoretical framework was geared towards organizing the existing concepts in the literature on urban mobility, the history of the Greater ABC Paulista region was retrieved and a discussion was also held on the phases of public policy, who the actors are and how they act in this process. Among the issues discussed: conflicting interests, limited techniques and technologies, lack of understanding among the actors, system inefficiency, limited human resources, political cycles, limited financial resources, difficulties and lack of planning, communication difficulties and the difficulty and absence of traffic education actions.

She holds a master's degree in Administration, in the line of research Management for Development and Regionality, and a bachelor's degree in Economics from the Municipal University of São Caetano do Sul. She has experience as an assistant professor, research assistant at the Research Institute and civil servant in the Solidarity Economy project at São Paulo City Hall.
