In fact, it is only by physical planning that a sustainable physical, social and economic development which cuts across the entire country can be successfully achieved. Thus, for any society to achieve development, then it must also take deeper interest in planning. This work reveals and analyzes how development can be fostered via the means of planning considering particularly the Nigerian situation. This work exhibits the unbreakable relationship between development and planning. Concluding thus; for there to be proper development in any society, there needs to be planning. The work in achieving all of the above, focuses on the Nigerian legal system and its framework. The work after critical consideration and analysis, recommends feasible solutions.
