There are strong forces making for the breaking up of states, as we have seen in the Balkans, the former Soviet Union and many other parts of the world. At the same time, there are also strong forces making for the transcending of state boundaries as finance and production become increasingly international. The moves towards integration within the European Economic Community are one institutional response to a phenomenon experienced by almost every country. This book focuses on the crossing of state boundaries by people and by money.
