The Free State Project (FSP) is an Internet-based political movement, founded in 2001, to get at least 20,000 libertarian-leaning people to move to New Hampshire in order to make the state a stronghold for libertarian ideals. Those who move to New Hampshire in advance of the FSP reaching 20,000 participants are referred to as "early movers". As of November 2, 2009, there were 9,754 participants, of which 766 had moved to New Hampshire. The movement achieved a victory in 2006 when one of its participants, Joel Winters, was elected to the New Hampshire General Court. Winters ran as a Democrat. In 2008, six Free Staters were elected to the New Hampshire House of Representatives, including Winters, according to group participants. Several project participants also belong to the New Hampshire Liberty Alliance.
