In this book, the last mandate of the outgoing president of a legal duration of 5 years and the transfer of power between him and the incoming president, two important past events in the DRC, have captivated our attention. After having observed an alternation preceded by a constitutional violation which holds on the overtaking of two years of this last mandate with its cohort of negative consequences, we usefully issued constructive proposals of modifications of certain legal provisions relating to the presidential mandates to appreciably reduce in the future the risks of the elastic presidential mandates being able to give place to dictatorship or to late alternations. In our opinion, apart from raising awareness, this bet can only be won with very restrictive texts governing this issue. It only remains to formulate towards the reader, a double wish to be read and criticized by him.
