Teclaire Alida Ngo Libock è nata il 26 aprile 1979 in Camerun. Ha conseguito un master in Management e Marketing operativo e vanta dieci anni di esperienza professionale nella gestione di progetti. Coach per la costruzione della pace, nel 2014 ha co-fondato l'Associazione Building Africa (ABA), di cui è presidente esecutivo.
