Until 40 years ago, decentralized territorial entities in Europe and the rest of the world were already of little importance within states and even less so at international level. The rise of new players on the international scene has been accompanied by a restructuring of the sovereignty of the State, the sole holder of multiple prerogatives, which has encouraged decentralized territorial entities to intervene within it, alongside it in the international field. These entities, which were absent from the Rio Earth Summit in 1992, are today fully involved in negotiations and initiatives in the field of sustainable development and even include actors who negotiate alongside States, international organizations and non-governmental organizations. Town twinning in Western Europe, particularly between France and Germany, developed in the aftermath of the Second World War with a view to creating friendly links between populations. This was an impulse of solidarity which led to direct links between the populations of the North and the South, particularly between the Federal Republic of Germany and Cameroon.
