The curriculum is considered a political document that reflects the hegemony of state power, but it is subject to permanent and unfinished construction because it takes place in the diversity and convergence of discourses, or arguments that contribute to clarifying decision-making options. However, globalization is interfering and imposing itself on the definition of public policies in developing countries. Where is the hegemony of state power?
