Feliciano Robles Blanco nasceu em El Torno (Cáceres) em 1947. Em 1961 emigrou com alguns familiares para uma aldeia da província de Barcelona, onde pôde trabalhar e conciliar os estudos com aulas nocturnas, obtendo no final do período uma licenciatura em Engenharia Industrial e uma licenciatura em Ciências da Educação.
