The main purpose of this study, devoted to the analysis of governance and actors in higher and university education in the Democratic Republic of Congo, is to understand how the actors within ISDR-Bukavu perceive the university governance put in place in the DRC. Three aspects of governance are analysed. These include the mode of appointment of managers of higher and university institutions, the liberalization of higher and university education that has led to the proliferation of HEIs on the proper functioning of ISDR-Bukavu, and the relevance of the curricula taught at ISDR-Bukavu. Adopting a qualitative approach, the study uses a series of data collection instruments. In addition to secondary data, an interview guide was submitted through which thirty-three individuals participated in the interview.The work comes to the conclusion that university governance as defined in the legal and regulatory texts in force does not contribute to the good administration of higher and university education in the DRC.
