The research is an attempt to address the governance issue of the NGO-run Health Care service Delivery System in Bangladesh. The main objective of the paper was to explore the effectiveness of the centres run by the NGO in terms of governance perspective. More specifically, to know how the service is delivered in the center and what the service users feel about the quality of the services provided by the centers was the target of this study. The centers, running by the NGOs and providing primary health care services in Rajshahi city areas, under the project of the Urban Primary Health Care Project (UPHCP) have been taken as cases. The study has been done on the interviews of the service users. The interview was done in four centers out of seventeen. Total number of the respondents is 112. It has been found that all the centres studied are administratively governed well. Moreover, all of the staffs found cordial and well-mannered. In conclusion, the author reaches in a decision that any service run by the NGO may provide benefits to the right persons in the right places. For the further betterment of the project.
