É doutorado em Direito Privado pela Universidade Cheikh Anta Diop de Dakar (UCAD) e a sua tese de doutoramento sobre o tema da regulação das telecomunicações no Senegal foi classificada com a primeira classe. Trabalhou na ARTP antes de se juntar à ARMP no Senegal.
