India is a country of villages. A total of 68.8 percent of the Indian population lives in villages. Direct access and participation of this large population of villages in the government has been ensured only through Panchayati Raj System. There has been a lot of talk in the initial decades of independence regarding rural development. During that time writing work has also been done on subjects like rural development. But in the current circumstances in the country likely last two decades many topics have remained untouched in rural development. The Panchayati Raj Institutions got the constitutional form in the year 1993 thereafter writing work in this area has reduced relatively. In fact thereafter Panchayati Raj Institution's duties and rights have increased. Whereas the process of transfer of powers has been slow due to which Panchayati Raj institutions have not been able to establish a credible identity as local governments.
